the standard required. The league was increased to 14 teams. 1986 Chatham
Cup runners up and Northern League Winners Mt Manganui, Central League Winners
Napier City Rovers and Hutt Valley United - a composite team supported by
Lower Hutt City, Petone and Stop Out were promoted.
